Exegesis of the saying of Allah the Exalted: (And when it is said to you, “Arise,” then arise)

Allah the Exalted said:
And when you are told, "Arise," then ariseوَإِذَا قِيلَ انْشُزُوا فَانْشُزُوا
[Surat al-Mujadilah: 11] And this is more severe than the first,Meaning: If it is said: “Get up from this place,” then get up. But this is only done by the one who presides over the gathering, because he has authority and power. As for the one who enters, it is not permissible for him to make anyone rise from their place and sit in it, due to the prohibition of the Prophet (peace and blessings be upon him) against that. However, if the one presiding over the session sees that he should make a certain person rise so that another person can sit, there is no blame on him, but he should not do this except for a stronger benefit;So that it does not enter the heart of the one who is told: (Arise) means to get up, and perhaps one becomes angry and leaves the gathering.
