What is the ruling on transferring zakat al-fitr from one country to another, and what are the conditions to be observed in doing so?

Machine translationRead the Arabic original
The questioner : Regarding zakat al-fitr, we send it from America to Oman and distribute it here. I told him, "I see no objection according to the Shaykh. In the Shaykh's opinion, transferring it is permissible, but do you have people who are eligible for it?" He said to me, "We have people who are eligible." I said to him, "Well, the first option is that you give it to the people who are with you." He said to me, "But the poverty of the people here is not like the poverty of the people there. Relatively, compared to there, they are wealthy. So, relative to that obvious wealth they have, they are poor, but here the poor are in much greater need than their poor. I say this because there the state helps them, and their situation is such that they are supported, and their circumstances are different from yours, meaning from ours here. So we said, this detail, you are speaking with the Shaykh, you detail it for the Shaykh, and we will see the results. My Shaykh, do you see anything wrong with this?"

The Shaykh : If it is as he says.

The questioner: Yes.

The Shaykh : ... .

The questioner : Yes.

The Shaykh: How so?

The questioner: No, no... .

The Shaykh: Yes.

The questioner : Please, Shaykh.

The Shaykh : If it is as he says, there is no doubt that it is better for him to send it here.

The questioner : Send it here.

The Shaykh : Yes.

The questioner : That is one thing.
