The Shaykh : But we find that sometimes in the Qur'an the needy are mentioned, or in the Sunnah, for example, the poor are mentioned and the needy are not, or the needy are mentioned without the poor. So how do we handle this?

The questioner : Every poor person is a needy person, but not every needy person is poor. That is, when the word "needy" appears in a verse, we give the "poor" its meaning, but when the word "poor" appears in a verse, we do not include the "needy" with it.

The Shaykh : The answer states that if a verse mentions the poor, the needy do not qualify. So when Allah the Exalted says:
for the poor emigrants للفقراء المهاجرين
, it means the poor qualify and the needy do not. This is a good answer based on the distinction we have just mentioned between the poor and the needy. However, I say that if the needy are mentioned alone, they include the poor, and if the poor are mentioned alone, they include the needy. This is one of those terms that is said to be: when they are together, they are distinct; when they are separate, they are combined. Do you see? It can be a riddle: two things that when they are together are distinct, and when they are together are distinct.
