The Meaning of the Saying of Allah the Exalted: "For the Poor and the Needy"

The Shaykh : The poor are those who do not find half of their sustenance, and the needy are those who find half and less than the full amount. Those who find the full amount are rich. So, people are therefore in three categories:
The first category: one who does not find half of the sustenance
The second: one who does not find the full amount
The third: one who finds the full amount. What is the first? He is poor. The second is needy, and the third is rich. Good.
An example of the first: a man whose salary is three thousand riyals, but he has a large family and spends nine thousand riyals a month on expenses, rent, and other things. What do we call this man? Poor. Why? Because his salary is less than half; it is a third. Another man has a salary of six thousand riyals and spends nine thousand riyals a month. We call this one needy, because he found more than half of the sustenance. A third man has a salary of three thousand riyals and his spending is three thousand riyals. What is this? Rich. Good. Who is entitled from these three? The poor and the needy. Good. And it must be known that "the poor" and "the needy" are two words: if they are mentioned together, their meanings differ, and if they are mentioned separately, their meanings are the same. That is, if they are mentioned in the same context, their meanings are different, and if one is mentioned without the other, their meaning is one. So, in the saying of Allah the Exalted regarding the expiation of an oath:[Al-Ma'idah 5:89] What is meant by "the needy" here? What is meant is what encompasses both the poor and the needy, because it was mentioned alone. And in the saying of Allah the Exalted: [Al-Hashr 59:8] What is meant by "the poor" here is what includes the needy. Why? Why, people? Because it was mentioned alone. And by saying that the poor is the one who does not find half of the sustenance, it becomes clear that the poor is in greater need than the needy. For this reason, Allah began with him.
