But if he does not deny it, like these usurers, thieves, and those who consume the wealth of people unjustly, if they consider it permissible, then that is disbelief and apostasy. But if they do not consider it permissible, meaning they acknowledge in the depths of their hearts that it is forbidden, and they ask Allah in their hearts to guide them to the straight path, then these are Muslims and not disbelievers.
