If our brothers in Bosnia need money and men, is it sufficient to donate only money when one is able to do more?

Machine translationRead the Arabic original
The questioner : He says: Your Eminence, there is currently a lot of weaponry in Bosnia, by the grace of Allah, arriving through certain channels. However, our brothers there need money and men. Another person says something similar: Is it sufficient for us to donate money to our Muslim brothers in Bosnia if we are able to do more, given that the donated funds sent to them will not increase their strength or dominance over the enemies, but will only silence their hunger for a period of time, after which they will need money continuously? Is there a final solution, and will this be acceptable to Allah?

The Shaykh : Allah the Mighty and Majestic says:
So fear Allah as much as you are able
[At-Taghabun 64:16]
So whoever is able to donate money, let him do so; whoever is not able, let him make du'a; and whoever is able to combine donating money with his own person, let him do so. But as we said first: wisdom must be employed, otherwise there is no doubt that it is obligatory for us to support them with everything we can. Jihad, as you know, is a collective obligation (fard kifayah); if those who are sufficient perform it, it drops from the rest, except in four situations where it becomes an individual obligation (fard 'ayn). The first situation is when the two lines meet, for fleeing at that time is forbidden. Allah the Exalted said:
(15) O you who have believed, when you meet those who disbelieve advancing [for battle], do not turn to them your backs [in flight]. (16) And whoever turns his back to them on such a day, unless swerving [as a strategy] for war or joining [another] company, has certainly returned with anger [upon him] from Allah, and his refuge is Hell - and wretched is the destination.
[Al-Anfal 8:15-16]
. The second is when the imam mobilizes them, meaning he says to the people: "Go forth," for then they must go forth, based on the saying of Allah the Exalted:
(38) O you who have believed, what is [the matter] with you that, when you are told to go forth in the cause of Allah, you adhere heavily to the earth? Are you satisfied with the life of this world rather than the Hereafter? But what is the enjoyment of worldly life compared to the Hereafter except a [very] little. (39) If you do not go forth, He will punish you with a painful punishment and will replace you with another people, and you will not harm Him at all. And Allah is over all things competent.
[At-Tawbah 9:38-39]
. The third situation is when there is a need for a person who is trained on a weapon that no one else knows, so here it becomes incumbent upon him to fight with his own person, because if an individual obligation is not performed by those who are sufficient, it becomes incumbent upon the others. The fourth situation is when the enemy besieges his land, so he must defend it. In these four situations, jihad is an individual obligation (fard 'ayn), and what is beyond that is a collective obligation (fard kifayah). This is what the scholars, may Allah have mercy on them, have established.
