The Shaykh : Yes. It is obligatory for one who intends Hajj or 'Umrah, if he passes the miqat, to enter the state of ihram from it, and it is not permissible for him to delay it, due to the saying of the Prophet (peace and blessings be upon him):
The people of Al-Madinah begin their Hil (Ihram) from Dhul-Hulaifah, the people from Ash-Sham from Al-Juhfah, and the people of Najd from Qarn. يهل أهل المدينة من ذي الحليفة ، وأهل الشام من الجحفة، وأهل اليمن من يلملم، وأهل نجد من قرن

The Prophet (peace and blessings be upon him) ordered that the people of Madinah enter the state of ihram from Dhu al-Hulayfah. أمر النبي صلى الله عليه وسلم أن يهل أهل المدينة من ذي الحليفة
to the end of it. So it is not permissible for a person, if he passes the miqat while intending Hajj or 'Umrah, to pass the miqat without entering the state of ihram. If he does so, we say to him: Go back and enter the state of ihram from the miqat. If he enters the state of ihram from other than the miqat, it is incumbent upon him, according to the scholars, to sacrifice a sacrificial animal in Makkah and distribute it to the poor.
