The questioner : The respected Shaykh says: You spoke about the new year, so what is the ruling on congratulating one another for the Hijri year? And what is obligatory for us toward those who offer congratulations?

The Shaykh : If someone congratulates you, return the greeting to him. Do not initiate it with anyone. This is the correct position in this matter. If a person says to you, for example, “We congratulate you on this new year,” say, “May Allah bless you with good and make it a year of goodness and blessing.” But do not initiate it with people yourself, because I do not know that it was reported from the Salaf that they used to congratulate one another on the new year. Rather, know that the Salaf did not designate Muharram as the first month of the new year except during the caliphate of 'Umar ibn al-Khattab (may Allah be pleased with him). Yes.
