As for what follows: I do not know of any basis for congratulating the new year from the righteous Salaf, nor do I know of anything in the Sunnah or in the Noble Qur'an that indicates its permissibility. However, if someone initiates it with you, there is no harm in saying: And you likewise. If he says to you: May you be well every year, or says: May you be in well-being every year, there is no objection to saying to him: And you likewise, we ask Allah for all good for us and for you, or something similar to that.
