The Shaykh : The answer is: If the butcher who does not fast and does not pray is the one who slaughtered the animal, then it is not permissible for you to buy anything from him. This is because the one who does not pray is a disbeliever, an apostate who has turned away from Islam, and his slaughter is not permissible. One of the conditions for the permissibility of slaughter is that the slaughterer be a Muslim or a People of the Book, and the People of the Book are the Jews or the Christians. As for the apostate, may Allah protect us from that, his slaughter is not permissible. The one who does not pray is an apostate, a disbeliever who has exited Islam, as indicated by the Book of Allah, the Sunnah of His Messenger (peace and blessings be upon him), the statements of the Companions (may Allah be pleased with them), and the correct reasoning.
