The man who fasts but does not pray: his fast is invalid, and the one who abandons prayer is a disbeliever who has exited the religion.

Machine translationRead the Arabic original
The Shaykh : And I bear witness to Allah that the fast of the one who fasts but does not pray is invalid and not accepted from him. I bear witness to Allah regarding this based on what I know of the evidence of the Book and the Sunnah, the statements of the Companions, and correct reasoning, that the one who abandons prayer is a disbeliever whose disbelief takes him out of the religion.
And if he is a disbeliever whose disbelief takes him out of the religion, his fasting, charity, Hajj, or any righteous deed will not benefit him.
Allah, Blessed and Exalted is He, says:
And We will regard what they have done of deeds and make them as dust dispersed. وَقَدِمْنَا إِلَى مَا عَمِلُوا مِنْ عَمَلٍ فَجَعَلْنَاهُ هَبَاءً مَنْثُوراً
[Al-Furqan 25:23]
.
And the Exalted says:
And what prevents their expenditures from being accepted from them but that they have disbelieved in Allah and in His Messenger وَمَا مَنَعَهُمْ أَنْ تُقْبَلَ مِنْهُمْ نَفَقَاتُهُمْ إِلَّا أَنَّهُمْ كَفَرُوا بِاللَّهِ وَبِرَسُولهِ
[At-Tawbah 9:54]
.
Expenditures whose benefit is widespread are not accepted if they come from a disbeliever, even though their benefit is widespread. So how about restricted acts of worship like fasting?
It is not accepted, a fortiori.
This prayer, which consists of minor actions and has noble effects—may Allah bless you—if you were to calculate the duration in which the prayer is performed with its conditions and obligatory elements from your time.
What would be the ratio of its time to our time?
The student: One percent.

The Shaykh : Do not exaggerate, do not say one percent.
Be patient, may Allah bless you.
How many prayers are there?
The students: Five.

The Shaykh : Let us assume that each one requires wudu' (the ablution for prayer).
How long does wudu' take?
The one who says wudu' takes one minute is not performing wudu'.
So how long does wudu' take?
The student: Five minutes.

The Shaykh : Five minutes, yes, it can be five minutes, four minutes, five minutes.
Take this as four minutes.
How long does the prayer take?
The Zuhr prayer might take ten minutes. I want the minimum acceptable amount. Ten minutes plus five minutes is a quarter of an hour.
Can we make the rest of the prayers based on this?
It is possible.
Let us make it based on this. How much would it be?
The student: One hour and a quarter.

The Shaykh : One hour and a quarter out of twenty-four hours.
What is the ratio?
Let it be one and a half hours as the brother said, so that the ratio is clear.
One and a half hours is half of an eighth.
The student: One sixteenth.

The Shaykh : One sixteenth, correct, one out of sixteen.
Half of an eighth. Good.
That means in percent: six and a quarter.
Correct?
The student: Yes.

The Shaykh : In amount, six and a quarter percent of your time.
