For the congregation is obligatory for men, whether they are resident or traveling, because the evidence indicating its obligation did not restrict it to being resident. Rather, Allah commanded the establishment of the congregation during battle. So Allah the Exalted said to His Prophet Muhammad (peace and blessings be upon him):.
And it is known that the Messenger (peace and blessings be upon him) fought outside the city while traveling, and Allah, Glorified and Exalted is He, did not drop the congregation for them during battle.
So that indicates the obligation of the congregation for the traveler, just as it is obligatory for the resident.
