The Shaykh : Another hadith specific to this topic is the hadith of Abdullah ibn Umar ibn al-As regarding the story of the woman who came to the Prophet (peace and blessings be upon him) with two thick gold bracelets on her daughter's hand. He said:
Do you pay zakat on them? She said: No. He then said: Are you pleased that Allah may put two bangles of fire on your hands? Thereupon she took them off and placed them before the Prophet (ﷺ) saying: They are for Allah and His Apostle. أتؤدين زكاة هذا قالت لا قال أيسرك أن يسورك الله بهما سوارين من نار فخلعتهما وألقتهما إلى الرسول صلى الله عليه وسلم قالت هما لله ورسوله

This opinion is the school of Abu Hanifah and a narration from Imam Ahmad ibn Hanbal. The second opinion is that there is no zakah on jewelry if it is prepared for wearing or lending, so the issue becomes a matter of disagreement among the scholars. Who is the judge among the scholars in a matter of disagreement?
And in anything over which you disagree - its ruling is [to be referred] to Allah. وما اختلفتم فيه من شيء فحكمه إلى الله

Not to so-and-so or so-and-so, and it is not preferred by the majority of numbers or the strength of knowledge, but by what the Book and the Sunnah indicate. And He the Exalted said:
And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day. That is the best [way] and best in result. فإن تنازعتم في شيء فردوه إلى الله والرسول إن كنتم تؤمنون بالله واليوم الآخر ذلك خير وأحسن تأويلا
[An-Nisa 4:59]
And when we return this issue to Allah and His Messenger, we find that the stronger position is the opinion of those who say that zakah is obligatory on gold and silver jewelry.
