The Shaykh : Because he finds more than half of what is sufficient, we call him a needy person. How much do we give him? We give him five thousand riyals. Now, another man has a salary of three thousand riyals and needs five thousand riyals. What do we call him? We call him a needy person. How much does he need? Two thousand riyals per month, which totals twenty-four thousand for the year. Now, a man whose salary is five thousand riyals and whose expenses are five thousand riyals is neither poor nor needy, but rather rich, because his salary is sufficient for him. Is that clear, everyone? Now, the second point: Who is the poor person? He is the one who finds less than half of what is sufficient. Who is the needy person? He is the one who finds half of what is sufficient, but less than the full amount of what is sufficient. These two categories are given what is sufficient for them for one year.
