Q: Who is the needy person to whom zakah is distributed? And what is the difference between him and the poor person?

A: The needy person is the poor person who does not find complete sufficiency, and the poor person is in a more dire state of need than he is. Both are among the categories of those entitled to zakah mentioned in the saying of Allah the Exalted:
Zakah expenditures are only for the poor and for the needy and for those employed to collect [zakah]إِنَّمَا الصَّدَقَاتُ لِلْفُقَرَاء وَالْمَسَاكِينِ وَالْعَامِلِينَ عَلَيْهَا
[At-Tawbah 9:60]
the verse [Surat al-Tawbah: 60]. And whoever has an income that suffices him for food, drink, clothing, and shelter, whether from an endowment, earnings, a job, or the like, is not called poor or needy, and it is not permissible to distribute zakah to him.
