I imagine this person is either in the category of one who is undecided about residing— and this is pure imagination!—because one who is undecided about residing certainly came as a traveler and sought a place where he says to himself: "I will travel tomorrow, if Allah wills, or the day after tomorrow, or when my work is finished..." This is a traveler. As for the one who has resolved to reside—and this is the expression of some of the Salaf—this is not a traveler; he is a resident. So now I ask: Is there a student of knowledge who comes to a university here, or any other university, without intending to reside in that city? That is imagination. Therefore, he is a resident, and the rulings of residency apply to him, and it is not permissible for him to adopt the rulings of travel.
