First: by the evidence of the aforementioned hadith of A'ishah:
Do what the pilgrim does, except that you do not perform tawaf and do not pray. اصنعي ما يصنع الحاج غير أن لا تطوفي ولا تصلي

Second: His saying (peace and blessings be upon him):
Tawaf around the House is prayer, but Allah (Blessed and Exalted is He) has permitted you to speak in it; so do not speak much in it. الطواف بالبيت صلاة ، ولكن الله - تبارك وتعالى - أحلَّ لكم فيه الكلام ؛ فلا تكثروا فيه من الكلام
