Is sa'y considered tawaf, such that one does not perform sa'y without ritual purity, based on the view that tawaf requires ritual purity?

Machine translationRead the Arabic original
The Shaykh : There is an explicit text regarding tawaf, but there is no explicit text regarding sa'y, so it is a matter of independent legal reasoning. What comes to mind for someone like me is that sa'y is an accessory to tawaf, and furthermore, sa'y itself is called tawaf in the Qur'an. Therefore, it takes the ruling of what? Tawaf. When the Messenger of Allah (peace and blessings be upon him) said to 'A'ishah (may Allah be pleased with her) when she was menstruating:
Do what the pilgrims do, except do not perform tawaf and do not pray اصنعي ما يصنع الحاج غير ألا تطوفي ولا تصلي
This is tawaf, and it falls, Allah knows best, under the generality of this text.

The questioner : May Allah reward you with good.

The Shaykh : And as for you, the one who, for example, wants to say that ritual purity is not required for sa'y. Peace be upon you. He is obligated to bring evidence, otherwise the default is what I explained just now.

The questioner : Fine, you know that this is not forbidden.

The Shaykh : And he came here with this crowd, what is the reason?

The questioner : Certainly, his 'Umrah is finished.

Another questioner : They are standing for prayer, Allah knows best.

The Shaykh : I do not think that if that were the case, he would be here.
