Al-Halabi : What are the criteria for distributing the share of zakah for the collectors in these days, where there is no Muslim caliph who establishes relations and regulates affairs?

The Shaykh : Today, this ruling is suspended. I advise people who impose themselves to collect funds in charitable associations, for example, or who collect funds to build mosques in areas where there are no mosques, and then impose an obligation upon themselves. I say that this issue is among the matters by which the present age has been afflicted. Therefore, I say that as long as there is no ruler who enforces the rulings and the hudud (fixed Qur'anic punishments) of the Shari'ah, no individual Muslim has the right to appoint himself as the supreme ruler to establish the hudud and enforce the rulings of the Shari'ah. No one has any right in this domain, absolutely, except the caliph. So whoever wants to volunteer and do good for the sake of Allah the Exalted and be sincere to Him, let him collect the funds and abstain from them, and not benefit from a single qirsh of them. He should abstain by having a free job, any job it may be. And if that occupies him from earning his sustenance and the sustenance of his dependents, then there is room for others who can combine working for their own benefit with working for the benefit of others. This is my answer to this question.
