The Shaykh : Today, this ruling is suspended. I advise the people who impose themselves to collect money in charitable associations, for example, or who collect money to build mosques in areas where there are no mosques, and then impose an obligation upon themselves. I say that this issue is among the issues by which the present age has been afflicted. Therefore, I say that as long as there is no ruler who enforces the rulings and the hudud (fixed Qur'anic punishments) of the Shari'ah, no individual among the Muslims has the right to appoint himself as the supreme ruler.
