The Shaykh : I have something I want to draw the attention of today's Muslim youth to. This talk does not benefit Muslims today, because the issue of declaring someone a disbeliever returns to the opinion of the Muslim ruler. This is because this Muslim ruler is the one who has the authority to implement the Shari'ah punishments. So if an individual among the scholars or among the students of knowledge, like me, says, "So-and-so is a disbeliever," what follows from that? It only follows that I do not marry him, I do not treat him in a certain way, and so on. But when there is a Muslim ruler who calls him to believe in Islam or else cut off his head, then it is not beneficial today to raise these issues among Muslims, because they are rulings that concern the rulers who judge by what Allah has revealed. And where are these rulers in this time? It is a time of estrangement among the Muslims themselves, let alone their rulers. And true is the one who said: "The worm is in the fruit." Therefore, it does not benefit much to talk about whether it is permissible to declare the Shi'ah disbelievers, or the Khawarij, or so on. What follows from this? Rather, we must convey the Shari'ah of Allah to the people. And this requires us, who think and ask, "Is it permissible to declare these and those disbelievers?" It is obligatory for us to gain knowledge of the religion of Allah, and of the Book of Allah and the Sunnah of the Messenger of Allah (peace and blessings be upon him). Then, after that, we hope that we will have planted the seed for realizing the desired Islamic society first, and without which it is not possible to establish Islamic rule on earth. With this, I advise you, after having given an answer to that question. And here, the one who raised his hand.
