What is the number of rak'ahs in the tarawih prayer for which 'Umar gathered the people?

Machine translationRead the Arabic original
The questioner : Why is the number of rak'ahs four, eight, twelve, or twenty-two?

The Shaykh : The number of rak'ahs: It is reported in "Sahih al-Bukhari" first that Aisha (may Allah be pleased with her) was asked about the prayer of the Messenger of Allah (peace and blessings be upon him) in Ramadan. She said: "The Messenger of Allah (peace and blessings be upon him) did not exceed eleven rak'ahs in Ramadan or in any other time."

The questioner: Peace be upon you.

The Shaykh : And upon you be peace, and the mercy of Allah and His blessings.
Then it is reported in "Muwatta' al-Imam Malik," which is an explanation for the people... The correct view is that when 'Umar ibn al-Khattab ordered Ubayy ibn Ka'b to lead the people in prayer, he ordered him to pray eleven rak'ahs with them. This is the Sunnah of the Messenger and the Sunnah of 'Umar ibn al-Khattab, light upon light. As for what people do today, there is no basis for it in the Sunnah; rather, it occurred later. And the Messenger (peace and blessings be upon him) spoke the truth when he said:
the best of the guidance is the guidance given by Muhammad وخير الهدى هدى محمد
Sahih Muslim 867a
