What is the practical Sunnah in calling people not to come to the congregation in the mosque due to heavy rain?

Machine translationRead the Arabic original
The Shaykh : The first question: What is the practical Sunnah in calling people not to come to the congregation in the mosque due to heavy rain or snow?
Answer: It is reported in the Musnad of Imam Ahmad that a man woke up one morning, and I have forgotten now whether it was due to severe cold or rain, and he wished to find a dispensation not to go to the mosque. Before he could finish this thought, he heard the mu'adhdhin saying in his adhan: "Pray in your homes, pray in your homes". The narrations come in two forms: some say in the adhan, meaning "Hasten to prayer, hasten to prayer, pray in your homes", and some say that after finishing the adhan, he says "Pray in your homes, pray in your homes". This is regarding the first question.

The questioner : Are both of them authentic?
The Shaykh: Yes, the practical Sunnah in calling people not to come to the congregation in the mosque due to heavy rain or snow is... but... there is no Sunnah in calling people not to come; there is a very big difference... the Sunnah is: Pray in your homes.

The questioner : A dispensation, meaning?

The Shaykh : A dispensation. As for not coming to the mosque, I do not think that is in the Sunnah. Yes.
