The Shaykh : No, the answer to this is understood from what came before. Participation is an act that must be accompanied by something indicating that they consider this act permissible in their hearts. It is a sin and a transgression, and it may be a major sin. I say and mean what I say: it may be a major sin because some of those who participate are, in a sense, misguided due to their ignorance of Islam, and they do not intend to disobey Allah (Mighty and Majestic). In any case, regarding participation in parliaments, we say first that it is not permissible Islamically, because it is considered one of the clearest forms of loyalty to ruling by other than what Allah (Mighty and Majestic) has revealed. This is an act, just as Allah the Exalted said:
And whoever is an ally to them among you - then indeed, he is [one] of them ومن يتولهم منكم فإنه منهم
[Al-Ma'idah 5:51]
This loyalty is practical disbelief. If it is accompanied by disbelief in the heart, it is disbelief of the religion that expels one from Islam. So, participation in parliaments is undoubtedly a major transgression, but it is not permissible to say that it is apostasy unless... something comes from one of them indicating that he considers disbelief permissible... in his heart, ruling by other than what Allah has revealed. Then he is a disbeliever in major shirk, as we clarified in a previous session.
