If a woman is divorced before consummation and seclusion, she has no waiting period.

Machine translationRead the Arabic original
The Shaykh : All right, we are left with the waiting period.
If a woman is divorced before consummation and seclusion, she has no waiting period. That is, a man marries a woman but does not consummate the marriage and does not have seclusion with her, then he divorces her, so she has no waiting period. Is she permissible for other husbands immediately after the divorce or not? Yes, she is permissible for other husbands immediately after the divorce, by the saying of Allah the Exalted:
O You who have believed, when you marry believing women and then divorce them before you have touched them, then there is not for you any waiting period to count concerning them يا أيها الذين آمنوا إذا نكحتم المؤمنات ثم طلقتموهن من قبل أن تمسوهن فما لكم عليهن من عدة تعتدونها
[Al-Ahzab 33:49]
