Is Shaykh Jamil al-Rahman's emirate a specific one or a general one?

Machine translationRead the Arabic original
The Shaykh : They directed some questions to me regarding the differences among the emirs and commanders there, so I answered them with what is known to you all. But it appears that this question was not from Shaykh Jamil al-Rahman himself. I was surprised when he started speaking with a very clear non-Arabic accent. He did not introduce himself to me, but he speaks the words of the brave, meaning...
Al-Halabi : The bold ones.

The Shaykh : The bold ones, yes. So I answered him as well, but he said, "As you know my habit, did you answer my question?" I told him, "No, I did not take the answer to my question." It seemed to him that I did not understand him, or that he did not make himself clear to me. So he tasked one of the Arab brothers with this. This brother told me, "The one who was speaking to you just now is Shaykh Jamil, and he is asking about such and such." The question was whether Shaykh Jamil's emirate is a general one or a specific one. That was the question. I told him, "No, this is a specific emirate. An emirate is not general unless that emir is pledged allegiance to by the Muslims in all the lands of Islam." And besides, that was not the answer, but it became clear after he spoke in Arabic that they did not know how to ask.
Al-Halabi : Glory be to Allah!

The Shaykh : And the question is: Is Shaykh Jamil's emirate like a general one or a specific one? Meaning, do the leaders and emirs in the various regions where he is the emir...The Shaykh : ...do these emirs have to be obeyed on the basis that they are appointed by the emir...
Al-Halabi : Meaning, like
Whoso obeys my commander obeys me من أطاع أميري فقد أطاعني
Sahih Muslim 1835c

The Shaykh : This is it. I brought this same hadith. I told him, "May Allah reward you. Now the matter is clear. Just as it is obligatory to obey Shaykh Jamil, it is obligatory to obey the leaders and emirs whom Emir Jamil appointed." After that, they started asking fiqh questions, such as combining two prayers while they are on the border with the disbelievers or the communists. He said that some of the shaykhs who visited them said it is not permissible for you to combine, especially combining by bringing the later prayer forward. I answered, as you know, with permissibility. I told him, "Especially since I imagine, and I do not know what your situation is, that in addition to being mujahideen, you are a traveling people. If there is no harm in maintaining the performance of prayer at its times, then by virtue of being travelers, it is permissible for you to combine in the first place. So here, what remains? Two reasons. The first reason is travel, and the second reason is the hardship you encounter with the enemy in front of you, and you cannot pray every hour, so you combine the two prayers." This was from their questions. They also asked about the mosque: Is it prescribed to have a minbar in it? I said, "This varies depending on the mosque. If it is a congregational mosque where Jumu'ah and the congregational prayers are held, then there is no doubt that this is a recommended practice (sunnah). But if it is a mosque where Jumu'ah is not held, only the congregational prayer, then that is not from the recommended practice (sunnah)." Then he moved on to asking about the mihrab in the mosque, so I answered him that it has no basis in the recommended practice (sunnah). Finally, he entered into the discussion of Shaykh Jamil al-Rahman. Yes, but all his speech in the end was a supplication for a long life and for the Muslims to benefit from your knowledge. And we, as you know, cannot do without your knowledge. We will contact you after we know how to reach you by phone, and so on. Meaning, words that indicate sincerity and respect for knowledge, and so forth.
