If the conditions for jihad are met, is it permissible to fight the disbelievers in the Gulf, among whom are Muslims?

Machine translationRead the Arabic original
The questioner : If all the conditions you just mentioned are met, is it permissible to fight the American disbelievers in the Gulf, where there are Arabs and Muslims who are forced to be there?

The Shaykh : Look, all these issues are weighed on the same scale. If you assume there is jihad, you see nothing but this fitnah (trial, discord or temptation).

The questioner : Certainly.

The Shaykh : And so we are living in a fantasy. Since this fitnah (trial, discord or temptation) first occurred, I have spoken about it more than once, and there are various tapes in which I said: It was supposed that when Iraq attacked Kuwait, the noble verse
And if two factions among the believers should fight, then make settlement between the two. But if one of them oppresses the other, then fight against the one that oppresses until it returns to the ordinance of Allah و إن طائفتان من المؤمنين اقتتلوا فأصلحوا بينهما فإن بغت إحداهما على الأخرى فقاتلوا الّتي تبغي حتّى تفيء إلى أمر الله
[Al-Hujurat 49:9]
should have been applied. It was supposed that these Arab states—the state that we Muslims think should be the one to stop the rebellious state at its limit—should have tried to make peace between it and the one against whom the rebellion was directed. If the rebellious state refused, then they should have fought that state which wanted to fight Iraq. We assumed that the state most fitting for this legal ruling would be Saudi Arabia. But Saudi Arabia was incapable, and therefore it sought the help of the disbelievers. Do you understand?

The questioner: Yes.

The Shaykh : So here, if you imagine, let us assume there is jihad. Does this jihad require leadership, yes or no?

The questioner: Yes.

The Shaykh : Leadership means a head of state. The meaning of a head of state is that there is a caliphate, a head of state who has been pledged allegiance to, and so on. All these things are linked to one another. In that case, these people would perform the duty that we thought Saudi Arabia would perform. But these people do not exist, and Saudi Arabia does not exist! So, unfortunately, this fitnah (trial, discord or temptation) occurred. And now, my brother, the enthusiastic peoples cannot do anything at all.

The questioner : Only individual efforts can be made.

The Shaykh : Individual efforts cannot do anything. And then, some people are with these and some with those, and everyone, as they say in some countries, sings to his own tune. The ones who represent this reality, unfortunately, are the conferences that were held recently. And who attended these conferences? The elite of the people, scholars here and there. If these scholars are lost, with some people supporting this king and others supporting this prince or president, what will be the position of the peoples? This is a fitnah (trial, discord or temptation) that has left people bewildered, and this is a bitter, very regrettable reality.

The questioner : It has left the calm one bewildered.

The Shaykh : Yes, exactly.
