Is it permissible for a resident of Baghdad to assist the Afghans in jihad?

Machine translationRead the Arabic original
The questioner : You reminded the Algerian brother before this one that, at the level of individuals, it is better for him to go to Afghanistan rather than to Baghdad, because the state does not allow him to, or because it would mean going out of obedience to the state, correct? So, as for me, I am in Baghdad; am I allowed to join them, me and my brothers?

The Shaykh : How could it not be?

The questioner : I mean, is this permissible?

The Shaykh : Yes, exactly.

The questioner : May Allah reward you with good, my brother.

The Shaykh : When we say that regarding Algeria and other places, they should not go out, it is because if they go out, they will cause conflict and dispute between themselves and the state, and the da'wah will be struck, do you understand?

The questioner: Yes.

The Shaykh : This is what we observe in some circumstances and conditions.
Al-Halabi : Our Shaykh pointed to this when he answered our brother 'Abd al-Rahman, and the consequences that follow from this.

The Shaykh : Yes, indeed.
