The Shaykh : So, here we have two conditions for it to be permissible for a Muslim scholar to declare a Muslim a disbeliever. The first condition is that he hears from this Muslim what constitutes disbelief. The second condition is that the argument be established against him, for Allah, Blessed and Exalted is He, did not send down the Books and send the Messengers except so that the argument of Allah, Blessed and Exalted is He, would be established against the people, so that no one who has apostatized or disbelieved in Allah and His Messenger has an excuse on the Day of Resurrection. From this, the scholars of the Muslims agreed that if there are people to whom the call of Islam has not reached, they are not judged to be in the Fire with which the disbelievers were threatened, because the disbelievers are those to whom the call reached and then they denied it and rejected it, as Allah, Mighty and Majestic, said regarding many of them:
And they denied it, and their souls inclined to it
وجحدوا بها واستقينتها أنفسهم
