The Shaykh : Yes, this is what I say. An imarah, if the intention is the organization and establishment of the Muslims, whether it is a religious establishment or a worldly establishment, meaning leadership, then this leadership is necessary. Even a small library like this library must have a person in charge. But the important research is for the major imarah, behind which lies the pledge of allegiance and obedience in ease and hardship, even if your back is beaten and your wealth is taken, and so on.
This is not for them at all, while they apply these rulings that the Messenger (peace and blessings be upon him) mentioned regarding the single Muslim ruler who must be pledged allegiance to. If these are the self-appointed leaders who appointed themselves over the group they are with. What else do you have besides that?
