Is enjoining good and forbidding evil permissible between the two sermons while the imam is sitting?

Machine translationRead the Arabic original
The questioner : All praise is due to Allah; we praise Him, seek His help, and seek His forgiveness. We seek refuge in Allah from the evil of our own souls and from the badness of our deeds. Whoever Allah guides has no one to misguide, and whoever He misguides has no one to guide. And I bear witness that there is no god but Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger. As for what follows:
These are questions, O our Shaykh, concerning prayer, Hajj, and other matters.
He asks: Is enjoining good and forbidding evil permissible between the two sermons while the imam is sitting, such as silencing the person next to him from talking during the sermon? Or the one who is huddled up, or the like?

The Shaykh : Between the two sermons.

The questioner : Between the two Friday sermons.

The Shaykh : There is no text prohibiting speech in that instance, as is the case during the preacher's sermon. However, something related to the principle of blocking the means to harm (sadd al-dhara'i') should be noted here. If the one enjoining good and forbidding evil is wise, knowledgeable, and mindful of such a principle, such that if he commands or forbids during the sitting between the two sermons, his own speech does not extend first, and then he does not open the door for the one being advised to speak second; then the matter is permissible with no blame.

The questioner : And the hadith:
If a man says to his companion: Be silent; he has spoken in vain. إذا قال الرجل لصاحبه : أنصت ؛ فقد لغا
Sahih Ibn Hibban 10:1113
.

The Shaykh: When?

The questioner : While the imam is delivering the sermon.

The Shaykh : You are saying the imam is not delivering the sermon.

The questioner : He says: There is no evidence, meaning there is.

The Shaykh : Your question is about between the two sermons.

The questioner: Yes.

The Shaykh : And your hadith, does it mean between the two sermons, or while the preacher is delivering the sermon?

The questioner : I understood from you, O Shaykh, that there is no evidence there—also regarding the sermon.

The Shaykh : The opposite.

The questioner : The opposite, yes.

The Shaykh : The opposite, may Allah reward you. I said: There is no evidence prohibiting speech between the two sermons, as is the case while the preacher is delivering the sermon. Yes, that is correct. Listen to the recording until the end.

The questioner : Yes, if Allah wills. May Allah reward you with good. May Allah reward you.

The Shaykh : And beware of that.
