The questioner : The question that follows: O honorable Shaykh, what is the ruling on one who has a debt and wants to go to jihad?

The Shaykh : Yes, what appears to me—and Allah knows best—is that the debtor and his creditor have two situations. The first is that the creditor permits the debtor to go out for jihad in the cause of Allah or to perform Hajj to the House of Allah. In this case, he should go to jihad and perform Hajj, according to one opinion.
As for if the creditor does not permit and insists on demanding repayment from the debtor, then the previous detail applies: in individual obligation jihad, he does not need permission—also—due to his saying (peace and blessings be upon him) in the well-known hadith in "the two Sahihs":
So the debt due to Allah is the one which most deserves to be paid. فدَين الله أحقُّ أن يُقضى

. As for collective obligation jihad, it is not permissible for him to go to jihad except with the permission of this creditor; that is, in the first case. If he does not give permission, it is not permissible for him to go out for jihad in the cause of Allah.
