The Shaykh : And finally, I say: there are two rulings here, each ruling pertaining to one of the parties obligated. One ruling pertains to the one who is praying, and he is the one who prays facing a sutrah. You must be aware of this, because most people, as Allah the Exalted said, do not know. Every person who prays, whether in his home, in his mosque, in his farm, in his shop, or in any place, it is obligatory for him to pray facing a sutrah. For example, it is not permissible for me to stand up and pray here while the wall, which is my sutrah, is far from me. I must move forward so that there is the space of a sheep’s passage between the place of my prostration and the sutrah, as stated in the authentic hadith. If you stand up to pray in the mosque, do not stand in the middle of the mosque. Move forward to the wall of the qiblah if you wish, or otherwise move forward to the pillar, the column, or the support. Pray facing it. Pray facing a person sitting in front of you who is remembering Allah, reciting, or reading. The point is that it is obligatory for every person who prays to pray facing a sutrah in front of him.
This is contrary to the habit of the majority of those who pray. There is no difference in this between the imam of the mosque, the mu'adhdhin of the mosque, and the people who pray in the mosque; they are all equal in ignorance. So know this ruling, and its evidence is his saying (peace and blessings be upon him):
When one of you prays facing a sutra * he should keep close to it and not let the devil interrupt his prayer. إذا صلى أحدكم فليصلِّ إلى سترة ؛ لا يقطع الشيطان عليه صلاته

If one of you prays, let him be close إذا صلى أحدكم فليَدْنُ

, so let him be close, let him approach,

. This is obligatory, first, because the Messenger commanded it, and Allah (Mighty and Majestic) says:
So let those beware who dissent from the Prophet's order, lest fitnah strike them or a painful punishment. فَلْيَحْذَرِ الَّذِينَ يُخَالِفُونَ عَنْ أَمْرِهِ أَنْ تُصِيبَهُمْ فِتْنَةٌ أَوْ يُصِيبَهُمْ عَذَابٌ أَلِيمٌ
[An-Nur 24:63]

If one of you prays, let him be close from his sutrah; lest إذا صلى أحدكم فليَدْنُ من سترته ؛ لا يقطع

This is the obligation on the one who is praying. There is an obligation on the one who is not praying who wants to pass in front of the one who is praying. It is not permissible for him to pass in front of the one who is praying, whether the one who is praying has set up a sutrah or not. If he has set up a sutrah and someone passes in front of him, there is a ruling. And if he has not set up a sutrah and someone passes in front of him, there is another ruling. But in any case, passing in front of the one who is praying is a sin. What does it mean to pass in front of the one who is praying? If I pray here, and a person passes over there... the outer wall of the house is said to be passed in front of. So, if he passes from far away, is that what is intended in the prohibition of passing in front of the one who is praying? The answer is no. The passing that is prohibited is for the passer to pass between the one who is standing in prayer and the place of his prostration. If he passes behind the place of prostration, there is no sin on him. If he passes behind the place of prostration, there is no sin on him, whether the one who is praying has placed a sutrah or not.
But the ruling differs for this one who is praying if the passer wants to pass in front of him. If this one who is praying has placed a sutrah, and a passer wants to pass, he must push him away.
let him push him away فليدفَعْه
, the Messenger (peace and blessings be upon him) says,
and if he insists again, fight with him (i.e. prevent him violently e.g. pushing him violently), because such a person is (like) a devil. فإن أبى فليقاتله ؛ فإنما هو شيطان

. But if the one who is praying is praying without a sutrah, and this passer passes, even though he has sinned, the one who is praying has no right to push him away. Why? Because he did not raise the flag that indicates to the passer that he is praying, and the flag here is the sutrah.
So, the one who is praying has an obligation, and the passer has an obligation. The one who is praying has the obligation to pray facing a sutrah, and the passer has the obligation to pass behind the sutrah, or at least behind the place of prostration. If he passes in front of the one who is praying and there is a sutrah, he must push him away to carry out the command of the Messenger (peace and blessings be upon him). And if he has not set up a sutrah, he has no right to push him away, even though this passer is sinful in any case.
