The Shaykh : There is no doubt that he sins for this, but does he sin with the sin of the one who intentionally commits murder? Allah the Exalted said regarding him:
But whoever kills a believer intentionally - his recompense is Hell, wherein he will abide eternally, and Allah has become angry with him and has cursed him and has prepared for him a great punishment. وَمَنْ يَقْتُلْ مُؤْمِنًا مُتَعَمِّدًا فَجَزَاؤُهُ جَهَنَّمُ خَالِدًا فِيهَا وَغَضِبَ اللَّهُ عَلَيْهِ وَلَعَنَهُ وَأَعَدَّ لَهُ عَذَابًا عَظِيمًا
[An-Nisa 4:93]
Or does he sin with a sin less than that? The answer is that he sins with a sin less than that, because this man did not intend by his speeding to kill himself and those with him. Accordingly, a person must be careful in his driving and proceed with caution. If it is possible for him to cover the distance in two hours, for example, let him cover it in two and a half hours, so that he and those with him are safe from destruction. This is especially the case if the roads are rough or if there are many sections on the roads, for it is obligatory for him to be careful in a manner that ensures safety.
