The Shaykh : The Shaykh al-Shafi'i explicitly stated that if a group enters the mosque after the first congregation has prayed, they should pray individually. Then he said: "And if they pray in congregation, their prayer is valid, but I dislike it for them because it was not the practice of the Salaf. We have preserved that a group of the Companions of the Prophet (peace and blessings be upon him) missed the prayer with the congregation and prayed individually, even though they were able to gather for a second time, but they did not do so because they disliked gathering in the mosque twice." Then we find a report that testifies to this statement of this Imam al-Shafi'i. This report was narrated by Imam al-Tabarani in al-Mu'jam al-Kabir with a strong chain, from Ibn Mas'ud, that two of his companions were with him in his house when the time for prayer arrived. He went with them to the mosque, but he saw the people leaving the mosque, so he returned with them and led them in prayer in his house. If the second congregation had been prescribed in the mosque, considering his saying (peace be upon him):
The most excellent prayer of a person is (that which he prays) in his house except that which is prescribed (the five congregational prayers). أفضل صلاة المرء في بيته إلاّ المكتوبة

However, there is a condition that must be mentioned, which is part of the complete jurisprudence of Imam al-Shafi'i, where he said in the previous discussion: "As for a mosque on the side of a road that has no regular imam and no regular mu'adhdhin, it is permissible to repeat the congregation in it." I say—and peace be upon you—the secret behind this condition, which permits it if the condition is met and prohibits it if it is not, is that every mosque has a regular mu'adhdhin who calls the people to prayer and a regular imam who leads the people who rush to the mosque.
