The questioner: There are Sudanese youth whose spending is restricted; they are not allowed to take out dollars except through the bank, meaning unlike us, they cannot take out dollars with them except the bank transfers for them. So the bank transfers for them; if they go to the bank in the summer and pay the value of five thousand dollars in Sudanese pounds, there is a price difference between the bank and the black market of approximately ten to twelve times. That is, if one of them has five hundred dollars and takes them to Sudan and sells the five hundred in the black market, it brings him enough money to cover the five thousand dollars at the bank. And if he performs this operation, he saves the five hundred dollars from the five thousand dollars that the bank gives him. He does this operation every year. Is this permissible or not?
