Is astronomical calculation considered in fasting and breaking the fast?

Machine translationRead the Arabic original
The questioner : Do we rely on astronomical calculation?

The Shaykh : No, there is no astronomical calculation, as he (peace and blessings be upon him) said:
Fast when you see it صوموا لرؤيته

The questioner : If the state

The Shaykh : I would have answered you about it. Even if the state announces fasting or breaking the fast in a manner that is not in accordance with the Shari'ah, the people cannot resist the state, because that would lead to a greater harm. We do not mean that this is adhering to astronomical calculation; is it lawful? No. But we mean, as it is said: "Some evil is less than some." That is what we say. Otherwise, astronomical calculation has no value. On this occasion, the almanacs today, the "calculators," you call them calculating almanacs, these are based on astronomical calculations. Therefore, in most Islamic countries, they pray some of the times before their time has arrived. I know that in Jordan, they pray Fajr before the Fajr adhan by between a third of an hour and half an hour. The adhan is called there before the time by a third of an hour or half an hour. This varies with the seasons. Likewise in Kuwait, likewise in Morocco, likewise in Ta'if, and likewise in Egypt, you have it. Some magazines announced that they call the Fajr adhan there before the time by a third of an hour. Why? Because they established the almanacs based on astronomical calculation. Astronomical calculation differs between flat land, land with a small hill like this, and land with Mount Everest. Where does the sun rise? But they gave the calculation based on nautical estimation; they did not take these mountains into account. This is an error. Therefore, Muslims must recalculate their matters regarding many rulings, including the timing of the five prayers, and so on.
