Why? Because he is unable to recite. If he were to recite al-Fatihah, he would contradict the imam. We have been commanded to follow the imam in his saying (peace and blessings be upon him):
The Imam is appointed to be followed, so when he says the takbir, say the takbir, and when he recites, be silent إنما جعل الإمام لِيُؤتمَّ به ، فإذا كبَّر فكبِّروا ، وإذا قرأ فأنصتوا ، وإذا ركع فاركعوا
Sunan an-Nasa'i 921Sahih (Darussalam)
to the end of the hadith. Just as an exception was made from a hadith like this, and we considered the prayer of one who did not recite al-Fatihah valid because he is excused; so too, the one who came and did not find space in the row to join it, and followed the imam in the row alone, his prayer is valid; because
Allah does not charge a soul except [with that within] its capacity لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
[Al-Baqarah 2:286]
