He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith. من رأى منكم منكرا فليغيره بيده فإن لم يستطع فبلسانه فإن لم يستطع فبقلبه وذلك أضعف الإيمان
Sahih Muslim 49a
So if a wrong occurs before him and he does not refute it with his hand or with his tongue, then it can be said that outwardly he has acknowledged it... Yes... In the name of Allah.

As for doctrinal disbelief, there is no way to know it except by the person who committed the disbelief expressing his disbelief with his tongue. As for judging a person based on an action he performed that is described as disbelief in the Shari'ah, this does not necessitate that we describe him as an inner disbeliever just as he is an outward disbeliever. I was just speaking about the expression for the saved sect and the victorious group, which is the phrase commonly used today and for hundreds of years: the people of the Sunnah and the community. I was speaking about how Islam, in its perfection, came to rectify both the outward and the inward. Islam did not come only to rectify the inward without the outward; rather, it concerned itself with rectifying both. The reason for this is very clear to one who pays special attention to following many of the rulings of the Shari'ah that specify the connection of the inward to the outward and the connection of the outward to the inward. No, we heard just now that if the heart is sound, the body is sound; if the inward is sound, the outward is sound; if the outward is sound, the outward is sound. Have you made me a rival to Allah? Say: What Allah wills alone. أجعلتني لله نداً قل ما شاء الله وحده

That a man saw a dream in which he was walking in one of the roads of Madinah when he met a man from the Jews who said to him: "You are a good people, O Jews, if only you did not associate partners with Allah by saying: 'Al-`Azir is the son of Allah.'" So the Jew answered him by saying: "You are a good people, O Muslims, if only you did not associate partners with Allah by saying: 'What Allah wills and what Muhammad wills.'" Then he went on and met a man from the Christians who said to him: "You are a good people, O Christians, if only you did not associate partners with Allah by saying: 'Jesus is the son of Allah.'" So the Christian said to the Muslim: "And you are a good people, O Muslims, if only you did not associate partners with Allah by saying: 'What Allah wills and what Muhammad wills.'" When morning came, he came to the Prophet (may Allah's prayer and peace be upon him and his family) and related the dream to him. So he (peace and blessings be upon him) said to him: "Have you related it to anyone?" He said: "No." So he (peace and blessings be upon him) delivered a sermon to them and said to them, meaning: "For a long time I have heard you saying a phrase and I have been shy of you, so let none of you say: 'What Allah wills and what Muhammad wills,' but let him say: 'What Allah wills alone,' or 'What Allah wills, then what Muhammad wills.'" أن رجلا رأى رؤيا في المنام أنه بينما كان يمشي في بعض طرق المدينة لقي رجلا من اليهود قال له: نعم القوم أنتم معشر يهود لولا أنكم تشركون بالله فتقولون عزير ابن الله ، فأجابه اليهودي بقوله: نعم القوم أنتم معشر المسلمين لولا أنكم تشركون بالله فتقولون: ما شاء الله وشاء محمد ، ثم مضى فلقي رجلا من النصارى فقال له: نعم القوم أنتم معشر النصارى لولا أنكم تشركون بالله فتقولون: عيسى ابن الله ، فقال النصراني للمسلم: ونعم القوم أنتم معشر المسلمين لو لا أنكم تشركون بالله فتقولون: ما شاء الله وشاء محمد ، فلما أصبح به الصباح جاء إلى النبي صلى الله عليه وآله وسلم وقصّ عليه الرؤيا ، فقال له عليه السلام: هل قصصتها على أحد؟ قال: لا, فخطبهم عليه السلام فقال لهم ما معناه: طالما كنت أسمعكم تقولون كلمة فاستحيي منكم ، فلا يقولنّ أحدكم: ما شاء الله وشاء محمد ولكن ليقل: ما شاء الله وحده أو ما شاء الله ثم شاء محمد
