The Shaykh : It is not possible to enumerate them all, but some are explicitly stated in the texts, while others depend on the person obligated. For example, what is explicitly stated includes illness, rain, severe cold, and snow, which are like rain in this regard, and the like thereof. However, there are matters that cannot be strictly defined because they vary among people, such as hardship. Hardship differs from one person to another and cannot be standardized. Here it is said:
Rather, man, against himself, will be a witness, بل الإنسان على نفسه بصيرة
[Al-Qiyamah 75:14]

The Shaykh : There are two types of congregation: the congregation of residents and the congregation of travelers. If a man is with a traveling group, it is obligatory for them to pray in congregation, even if they stop in a town where congregations are held, or even Friday prayers. It is not obligatory for them to pray Friday prayer, let alone the congregational prayer in the mosques. However, if they are a group of travelers, it is obligatory for them to pray in congregation with one another.

The questioner : If he is a single individual?

The Shaykh : It is not obligatory for him.

The questioner : And if he stops in a town, is the congregation obligatory for him?

The Shaykh : It is not obligatory for him, as I told you earlier. It is not obligatory for him to pray Friday prayer as long as he is a traveler, let alone the congregational prayer.

The questioner : What is the evidence?

The Shaykh : Do you not know the evidence for the exemption from Friday prayer?

The questioner: No.

The Shaykh : It came in a hadith that there are four categories of people for whom Friday prayer is not obligatory, and among them is the traveler.

The questioner : But the intended meaning here is the traveler who is actually traveling, or does it apply to one who has set up his camp and dismounted?

The Shaykh : The traveler who has stopped as well. And the Prophet (peace and blessings be upon him) was staying at 'Arafah and did not pray Friday prayer.
