The questioner : Another question. Some of the brothers ask: What is your opinion regarding a grouping? They mean by this a program to organize time and effort and direction, within the scope of natural obedience, such as the obedience of the student to the scholar, the obedience of the young to the old, and the obedience of the later to the earlier, on the condition that this gathering is free of bay'ah (pledge of allegiance), or binding obedience, or distinction from the general Muslim public by a sign, form, banner, drawing, or loyalty and disavowal (al-wala' wa al-bara'), in order to establish these desired specializations in the required Islamic sciences for establishing the state of the caliphate or resuming a new Islamic life, if Allah wills?

The Shaykh : Without a doubt, the answer to this question is affirmative. However, this in reality requires people of the type we mentioned earlier, who have been granted a share of the necessary sciences. I have mentioned to you on some occasions, repeatedly, that Islamic grouping requires individuals of different specializations. For example, we should not assume that one who is an orator, eloquent, and captivates the minds and hearts of listeners with his sermons, is also a scholar of the Book and the Sunnah. Nor should we assume the exact opposite, that one who is a scholar of the Book and the Sunnah is an eloquent orator, or that he has gathered all the sciences, as was realized in individuals in all these Islamic centuries, meaning that one person possesses all the prerequisites and requirements that da'wah demands. There are very, very few individuals, counted on the fingers, and at their head is Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him). Therefore, this deficiency that exists in the aggregate of individuals is completed by the grouping of these individuals and supplementing each science with the other, as was established by a group of individuals. Therefore, what came in this question is an obligatory matter, in which it is correct to say that no two differ, and no two goats butt heads. But where are those men who can perform this obligation? In my belief, even if it is not currently realized, any group, whether small or large, should work within the limits of their ability and agree to realize something of this methodology, which was the subject of the question. In my belief, the matter requires dozens of scholars, and these are not present. Therefore, we must strive to find these individuals, then for them to group together on a creed and a common word, and to strive to implement this methodology. Because the reality, which is the subject of the second question, requires a state, and a state requires many, many foundations and rules. These rules are the individuals in whom is realized what must be realized in the Islamic group regarding knowledge of the Book and the Sunnah. And these, as I think you share my opinion, are few in the present age. In summary, this work, within the limits of this methodology, is an obligatory matter in which there is no disagreement, but where are those who work?
