The questioner : What is the Shari'ah ruling on entering the Council of the Ummah?

The Shaykh : The Council of the Ummah!

The questioner : The deputies, the Council of Deputies.

The Shaykh : Ah! I understand; but if you had stuck to the first name, we would have held a lecture on it! This is not the Council of the Ummah, this is a parliament, this is the Council of the non-Islamic nations; because in the Ummah, which is first: Muslim, and second: rules by what Allah has revealed; there is no council called the Council of the Ummah; because this name is appropriate to the non-Muslim Western system; but this name does not align at all with the Muslim system which says:
And their affair is by consultation among them وَأَمْرُهُمْ شُورَى بَيْنَهُمْ
. The other verse:
and consult them in the matter وَشَاوِرْهُمْ فِي الْأَمْرِ
[Ali 'Imran 3:159]
. This general statement may be hidden from some people, so we must detail it; when our Lord -Mighty and Majestic- said in the first verse, commanding His Prophet, saying:
and consult them in the matter وَشَاوِرْهُمْ فِي الْأَمْرِ
[Ali 'Imran 3:159]
; then when He informed about the Islamic system in the Islamic Ummah in the second verse; He said:
And their affair is by consultation among them وَأَمْرُهُمْ شُورَى بَيْنَهُمْ
Naturally, every Muslim knows; even if he is not a scholar of the full correct meaning, and it suffices for him to be a student of knowledge, and be given some awareness, and Islamic culture; then he will join the scholars in understanding from both verses that their command

As for the so-called Council of the Ummah; i.e.: the parliament; it means every individual of the Muslims, they make no distinction between the righteous and the wicked, and between the knowledgeable and the ignorant, yes, they have conditions -meaning- known; but they are civil and have no connection to the Shari'ah rulings at all. So when we know this reality; which is that the Islamic ruling does not establish a council that gathers all individuals of the Ummah without distinguishing between the knowledgeable and the ignorant, and the righteous and the wicked; then we know: First: that the name is not Shari'ah-compliant, and a fortiori its meaning is not Shari'ah-compliant. Second: he understoodThe questioner : The answer: that entering such a council is not Shari'ah-compliant; because as it is said: Can the shadow be straight while the stick is crooked?! If the name of this council is not Islamic; then what will its reality be? It will be like how we call today dancing and indecency: the fine arts, and we call the forbidden riba by the text of the Book and the Sunnah: interest, and we called khamr in the past: wine, and in the present: alcoholic beverages. And this, as came in the authentic hadith regarding khamr:
they name it by other than its name يُسَمُّونَهَا بِغَيْرِ اسْمِهَا
