The Shaykh : ... When the pilgrim or the one performing 'Umrah ascends to al-Safa, he should face the Ka'bah. It is observed now, due to the construction that has been erected over the years and the pillars, that they obstruct the view of the one standing in that place from seeing the Ka'bah, unless he looks closely, in which case he may be able to see the blackness of the curtains spread over the Ka'bah between two pillars only. Therefore, he should strive to face it accurately, because the Ka'bah is not clearly visible when one stands on al-Safa. Then he raises his hands there and supplicates with the transmitted supplication, saying the tahlil (Allahu Akbar) and inserting his supplication between each tahlil. Standing on al-Safa has no fixed limit; rather, he should increase in the tahlil and supplication, and the supplication is to be made between this dhikr. Also, it should be noted here that, unless it is for the purpose of teaching, one should not appoint himself as an imam who supplicates while the others say "Ameen," as they do after the prayers. This gathering for supplication after the prayer is not part of the Sunnah in any way. The ruling here is the same: each person faces the Ka'bah and remembers Allah with the transmitted tahlil and supplicates with what he is most in need of, such as a person who is a sinner with Allah and a sinner with the servants of Allah, asking Allah the Mighty and Majestic to forgive him and to respond to his requests for good in this world and the Hereafter...
