The questioner : The Response to a Dangerous Doubt by Shaykh Al-Albani.

The Shaykh : Yes.

The questioner : He said: "It is mentioned in the book al-'Aqidah al-Tahawiyyah, in the commentary and notes of Al-Albani, published by the Islamic Office in the year such-and-such, on page such-and-such. In the text it says: 'We do not see it permissible to rebel against our imams and rulers, even if they are unjust, nor do we call for evil upon them, nor do we withdraw our hand from their obedience.' End of quote." He saidThe Shaykh : Al-Albani in the margin: "The commentator mentioned many hadiths regarding this, which you will find traced in his book." Then he said, meaning the commentator: "As for the obligation to obey them even if they are unjust, it is because rebellion against their obedience leads to harms that are many times greater than the harm caused by their injustice..." to the end of it. The author of this book said: "Then Al-Albani commented on the commentator's words and said: 'In this is an explanation of the way to escape the oppression of rulers who are of our own flesh and speak with our tongues. That is for Muslims to repent to their Lord, correct their creed, and raise themselves and their families upon the correct Islam, in realization of the saying of Allah the Exalted:
Indeed, Allah will not change the condition of a people until they change what is in themselves إن الله لا يغير ما بقوم حتى يغيروا ما بأنفسهم
[Ar-Ra'd 13:11]
To this, one of the contemporary callers to Allah pointed by saying: 'Establish the state of Islam in your hearts, and it will be established for you on your land. And the way to escape is not what some people imagine, which is rebellion against the rulers by weapons through military coups, for in addition to being an innovation of the present age, it contradicts the texts of the Shari'ah which command changing what is in the souls. Also, it is necessary to reform the foundation to build upon it:
And Allah will surely support those who support Him. Indeed, Allah is Powerful and Exalted in Might. ولينصرن الله من ينصره إن الله لقوي عزيز
[Al-Hajj 22:40]
'." I said: This author comments on your words, "and this comment is fromThe Shaykh : Al-Albani," and he uses some phrases, O Shaykh, meaning that "this comment is fromThe Shaykh : Al-Albani contains serious fallacies and severe deception." Pardon me, I mention this, O Shaykh.

The Shaykh : No, it is not on you; the one who transmits disbelief is not a disbeliever.

The questioner : May Allah reward you with good. "And it is not befitting forThe Shaykh : nor for one who is far below him in knowledge, and the explanation of this is as follows: He said that among the obligations of the Victorious Group is jihad against the apostate rulers who rule the lands of the Muslims with other than the Shari'ah of Islam. And I mentioned there in that chapter the fatwas of Ahmad Shakir, Muhammad Hamid al-Faqi, and Muhammad ibn Ibrahim al-The Shaykh : in declaring these rulers disbelievers, and among whatThe Shaykh : Ahmad Shakir said, such-and-such." Then he quoted, he is refuting you, O Shaykh.

The Shaykh : He is refuting me, but all this speech of mine, I think, has been gathered and preserved.

The questioner : Yes.

The Shaykh : I did not say that jihad is not obligatory, but I said that preparation for this jihad is obligatory. What is the name of the book?

The questioner : The Authority in Preparing the Means for Jihad in the Path of Allah the Exalted.

The Shaykh : Okay, and what do I say?

The questioner : He seems to have made your words mean that this purification and upbringing is not obligatory, and if a simple, small group is found that achieves the purpose, that is sufficient.

The Shaykh : Even if they are not Muslims in practice or knowledge?

The questioner : No, of course, he believes that jihad is the obligation that all groups should strive for.

The Shaykh : Does he believe that jihad is carried out by people who are not, meaning, aware of their Islam?

The questioner : No, I do not think so, O Shaykh.

The Shaykh : I do not know, meaning, what do you intend by this speech?

The questioner : I only wanted to...

The Shaykh : This speech is refuted by my own previous words.

The questioner : Your previous words.

The Shaykh : Then?

The questioner : Yes, but I only wanted to say that he quotes from you that you say that the systems ruling over the Muslims with other than the Shari'ah of Islam are disbelievers.

The Shaykh : My brother, I gave you the answer, now an answer to your question.

The questioner : Yes, that is it then.

The Shaykh : I told you it is not permissible to rebel against a ruler who has not explicitly declared disbelief, but I said that even for the other rulers, rebellion is not permissible except after preparing the means.

The questioner : Yes.

The Shaykh : So we make jihad obligatory, but preparation for it is necessary, a preparation I mentioned earlier, both moral and material at the same time.

The questioner : He, O Shaykh, refutes this in the end and does not see upbringing.
"... So the way to escape is rebellion against them with weapons, and this is obligatory by consensus when capable, and the way to escape is not merely upbringing."

The Shaykh : Allahu Akbar, he understood what the meaning of upbringing is?

The questioner : It is as if he said, "And Al-Albani is refuted by consensus."

Another questioner : He said when capable? Where is the capability?

The Shaykh : I do not know, by Allah.

The questioner : He said when capable, and where is the capability? Okay, our Shaykh.

The Shaykh : These desires, my brother, blind the hearts and chests. May Allah bless you. We want to know the reason for this disagreement that has troubled the Salafis in every place. To what does it return? We know that the Salafi brothers in all the lands of the world have one methodology in terms of referring to Allah and His Messenger and to what the righteous Salaf were upon. So now, and as I told you on the phone, perhaps you came to us with some phrases, some words, that may be the cause of this gap, and this aversion, and indeed this division that occurred among our brothers, all of whom claim to be upon the Book and the Sunnah. Is there a fundamental disagreement, or is it a stylistic disagreement? We want to benefit from your coming, because as you know, the people of Makkah know its valleys best. You live in that environment, and certainly you know the causes of the disagreement, so that we can look into them, and that we can support the wronged and the wrongdoer within the limits of what you know from the text of the authentic hadith. Is this possible?

The questioner : If Allah wills, it is possible, O Shaykh. I will say what I know and what I am aware of.

The Shaykh : That is correct.

The questioner : From our reality that we live in and know.

The Shaykh : Yes.

The questioner : More than anyone else.

The Shaykh : Yes, indeed.

The questioner : In fact, many of our Salafi brothers who live with us and are far from the reality of the Salafi call in Jeddah or in other cities of the Kingdom for years do not know the truth of the matters. Rather, they build their judgments merely on good assumption, although there are causes...

The Shaykh : You, Abu Ahmad, occupied usThe Shaykh : now with his book, so it was necessary to postpone it for later.

Another questioner : It is placed on the face.

The Shaykh : It is placed. You put the large title on top so they can see it, of course. May Allah bless you. Yes.

The questioner : So this existing disagreement is an old disagreement, and a disagreement in methodology. We think that this disagreement in methodology has started to take another path and expand and become a disagreement in creed, especially from our many discussions with some individuals of this new methodology that recently invaded the Kingdom. We have started to hear from them rebellion and declaring people disbelievers and other ideas that we did not know before. And this disagreement, as the Messenger of Allah (peace and blessings be upon him)

The Shaykh : (peace and blessings be upon him)

The questioner : said in the hadith:
my nation will split into seventy-two, all of which will be in Hell apart from one ستفترق أمتي إلى ثلاث وسبعين فرقة كلها في النار إلا واحدة
Sunan Ibn Majah 3993Sahih (Darussalam)
Many of our sheikhs and brothers think that those who are now opposing the Salafis in the Kingdom are Salafis, and they are not Salafis in methodology.

The Shaykh : Do you allow me?

The questioner : Please.

The Shaykh : Of course, you distinguish between the methodology, which is the style, and the creed.

The questioner : Yes.

The Shaykh : Well, I mentioned earlier the hadith of the Saved Group. Does it mean in creed and in style, or at least first of all it means creed?

The questioner : There is no doubt that first of all it means creed.

The Shaykh : Okay.

The questioner : But, O Shaykh.

The Shaykh : Allow me, because I want to build on the points we need to agree on. First point, we agree that we distinguish between creed and style. Second point, that this hadith is authentic. The first thing that comes to mind is that it means creed. So as long as you have not clarified to us now that they differ from us in creed, I think it is premature to use this hadith as evidence for the topic. Perhaps it would be better to use the hadith as evidence after we clarify that the group differs from us even in creed. So we ask you now to present to us the most important point in which they differ from us in creed.

The questioner : The most important point in which they differ from us in creed is remaining silent about the people of innovation who have joined the Islamic movements.

The Shaykh : This is my brother returning to the style. May Allah bless you, he has returned to the style. And this is what I say before entering into a discussion of whether they are like that or not. We are now asking you for the most important example, not just any example. There may be many examples where they differ from us in creed, and that may be the case, and I hope it is not. But in order to shorten the path to knowing the reality, we ask for the most important example where they differ from us in creed, if there is one, and I hope there is not.

The questioner : There are positions, there are positions of the students and followers, and there are positions or some words of the leaders. For example, Salman al-Oudah in a tape of his titled: A Session on the Sidewalk.

The Shaykh : A session of what?

The questioner : On the sidewalk, and I have a copy with me, and in it is the clip I will mention now.

The Shaykh : Where is the copy?

The questioner : It is with me in the bag.

The Shaykh : We need to see it.

The questioner : Okay.

The questioner : ... He gathered the choicest of the insights for him, as he used to publish al-Basair, so in the choicest of al-Basair he has, so I photographed his articles. He has words as if he is speaking about what is happening in the current disagreement among the Muslim Brotherhood.

The Shaykh: Allahu Akbar.

The questioner : As if he is alive, meaning among them.

The Shaykh : May Allah have mercy on him, do you have anything written?

The questioner : I have something, meaning he has wonderful remarks throughout the book, and the man’s style is literary, and as I read I remember... his style, what Allah willed, is very high, yes.

The Shaykh : He was an orator and eloquent.

The questioner : He would preach just as he wrote.

The Shaykh : He was eloquent and an orator.
