This is the rule frequently and constantly used in your lands, and they always rely on it: it is not permissible to disobey the ruler. I say this statement is correct, provided that the ruler has issued an order that does not explicitly contradict the Book of Allah or the Sunnah of the Messenger of Allah (peace and blessings be upon him), but rather takes into account an interest concerning the Muslims. This is only possible if there is a Shura Council comprising people of various specializations in all sciences, the foremost of which is the jurisprudence of the Book and the Sunnah. When such a Shura Council, in the broadest sense of Shura, is established in a state, and then a system is issued from this Council—call it a law or whatever—and is imposed on the Muslims, at that time we say it is obligatory to obey the ruler. However, if the ruler does not heed the right of Shura and the system of Shura in all its details, the ruler may consult someone who has no religion, someone who has no jurisprudence, or someone who looks at the issue from a specific angle.
