The Shaykh : If these residents in this place stay there in summer and winter and consider it the equivalent of a village or city, then it is obligatory for them to establish the prayers in congregation and to establish the Friday prayer as long as they are residing in this place and have dwellings there according to what is customary. However, if they are not residents and have only stayed there for a few days for the rainy season or for some other reason, then it is not permissible for them to establish the Friday prayer, because the Friday prayer is not established while traveling. The Messenger of Allah (peace and blessings be upon him) used to travel and the Friday prayer would coincide with his journey, yet he did not establish it. If it had been prescribed, the Prophet (peace and blessings be upon him) would have established it, because he (peace and blessings be upon him) was the most eager of people for good, and because he is the legislator for the Ummah, so he cannot leave something prescribed, for that would be contrary to what he was commanded to do. Allah the Exalted said:
O Messenger, announce that which has been revealed to you from your Lord يَا أَيُّهَا الرَّسُولُ بَلِّغْ مَا أُنزِلَ إِلَيْكَ مِنْ رَبِّكَ
[Al-Ma'idah 5:67]
Therefore, establishing the Friday prayer while traveling is considered a religious innovation and is invalid. Whoever establishes it while traveling must repeat it as two rak'ahs with the intention of the midday prayer.
As for the one who is a traveler but is in a village where the Friday prayer is established, it is obligatory for him to pray the Friday prayer with the people, due to the generality of the saying of Allah the Exalted:
(9) O you who have believed, when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah and leave trade. That is better for you, if you only knew. (10) And when the prayer has been concluded, disperse within the land and seek from the bounty of Allah, and remember Allah often that you may succeed. يَا أَيُّهَا الَّذِينَ ءامَنُوا إِذَا نُودِيَ لِلصَّلاةِ مِنْ يَوْمِ الْجُمُعَةِ فَاسْعَوْا إِلَى ذِكْرِ اللَّهِ وَذَرُوا الْبَيْعَ ذَلِكُمْ خَيْرٌ لَكُمْ إِنْ كُنتُمْ تَعْلَمُونَ * فَإِذَا قُضِيَتِ الصَّلاةُ فَانتَشِرُوا فِي الأَرْضِ وَابْتَغُوا مِنْ فَضْلِ اللَّهِ وَاذْكُرُوا اللَّهَ كَثِيرًا لَعَلَّكُمْ تُفْلِحُونَ
[Al-Jumu'ah 62:9-10]

When the man turned to leave, he called out to him and said:
Do you hear the call? هل تسمع النداء؟
He said: Yes. He said:
Then respond. فأجب

The conclusion is that whoever is in a town, it is obligatory for him to attend the Friday prayer and the congregation, even if he is a traveler. As for whoever is in the open desert and is a traveler, the congregation is obligatory for him, but the Friday prayer is not obligatory for him, nor is it valid for him. If the travelers in the open desert while traveling establish the Friday prayer, this is forbidden for them, and their prayer is not valid. They must repeat it, or repeat that prayer as the midday prayer, but it is not obligatory for them except shortened, because the traveler's prayer is shortened. Even if he forgets to pray while traveling and remembers it while he is a resident in the town, he prays it as only two rak'ahs, due to the generality of the saying of the Prophet (peace and blessings be upon him)
Whoever sleeps through a prayer or forgets it, let him pray it when he remembers it. من نام عن صلاةٍ أو نسيها فليصلها إذا ذكرها

the pronoun in it refers to the prayer that was left, so it includes making it up in its characteristic, in number and form.
