The Shaykh : It remains to be said that interpreting *istawa* as creation or turning toward is a fabrication of the tongue, as Ibn al-Qayyim stated. He said: "What occurs in the language is that *istawa* means 'turned toward.' However, it is reported from some scholars among the scholars of the Sunnah regarding the saying of Allah the Exalted:
Then He rose above the heaven ثم استوى إلى السماء
They said that *istiwaa* here means intention and turning toward. If this meaning is correct, then there is a difference between *istawa* being transitive with *'ala* (on) or being transitive with *ila* (to). The intended meaning is *istawa 'ala al-'Arsh* (He rose above the Throne). It is not possible for *istawa* transitive with *'ala* to mean intention or turning toward in the Arabic language. This is not possible. Yes.
