The Meaning of the Saying of Allah the Exalted: (The Most Merciful Rose Above the Throne)
Machine translationRead the Arabic original
And at the end of his letter, he added a fourth question, in which he said: Allah the Exalted said: [Ta-Ha:5]. He asks about the meaning of istiwaa' (rising above the Throne)?
Answer: His saying (peace and blessings be upon him) : [Ta-Ha:5], the scholars of the Sunnah interpreted it as being above and rising high, meaning: He rose above the Throne and is high above it, (Glorified and Exalted is He), without asking how. The people of the Sunnah and the community, who are the Companions of the Prophet (peace and blessings be upon him) and their followers with excellence, say regarding the attributes of the Lord (Mighty and Majestic) : It is obligatory to affirm them and let them pass as they came, without asking how. That is, we affirm them for Allah and believe in them, and that they are the truth, but we do not ask how they are. We do not say: they are of such a manner and such a manner. Malik ibn Anas, the imam of the city of migration in his time, and one of the four imams, was asked, (may Allah have mercy on him), about His saying (Exalted and Majestic is He): [Taha 20:5], how did He rise above? So he was silent for a long time, then he said, (may Allah have mercy on him): The rising above is known, the how is unknown, and belief in it is obligatory. So it is obligatory upon the people of knowledge and faith, and upon all Muslims, to believe in the names of Allah and His attributes that came in the great Qur'an or the authentic Sunnah, and to let them pass as they came, without distortion, without denial of the divine attributes, without asking how an attribute is, and without comparing Allah to creation. Rather, they believe that they are the attributes of Allah, and that they are His names, and that they are the truth, and that their meanings are the truth befitting Allah (Exalted and Majestic is He). Their meanings are befitting Allah; He does not resemble His creation in any of His attributes, (Glorified and Exalted is He).
So istiwaa' (rising above the Throne) is being above and rising high above the Throne, and it is known from the perspective of the Arabic language, but its how is unknown. We do not know how He rose above, but we say: He rose above His Throne and rose high above His Throne, a rising that befits His majesty and greatness, not resembling the creation in their attributes, not in the rising above nor in anything else; due to His saying (peace and blessings be upon him) : [Al-Shura:11]; and due to His saying (Mighty and Majestic) : [An-Nahl:74]; and His saying (Glorified and Exalted is He): [Al-Ikhlas:4]. So He, (Glorified and Exalted is He), is perfect in His essence, His names, His attributes, and His actions. There is no one like Him, no one with the same name as Him, no one equal to Him, and no one comparable to Him, (Glorified and Exalted is He).
This is the obligatory duty of the people of Islam: to believe in these attributes—rising above the Throne, mercy, hearing, sight, anger, the Face, the hand, the foot, the fingers, and other attributes of Allah (Glorified and Exalted is He). All of them must be affirmed for Allah in the manner befitting Him, without distortion of the attributes of Allah, without denial of the divine attributes, without asking how an attribute is, and without comparing Allah to creation. Rather, it is said: they are true, and they are established for Allah in the manner befitting Him , and He does not resemble His creation in any of His attributes (Exalted and Majestic is He); for He (Glorified and Exalted is He) has no like, neither in His essence nor in His attributes . Yes.

The Most Merciful [who is] above the Throne established.
الرَّحْمَنُ عَلَى الْعَرْشِ اسْتَوَىAnswer: His saying (peace and blessings be upon him) :

There is nothing like unto Him, and He is the Hearing, the Seeing.
لَيْسَ كَمِثْلِهِ شَيْءٌ وَهُوَ السَّمِيعُ البَصِيرُSo do not assert similarities to Allah. Indeed, Allah knows and you do not know.
فَلا تَضْرِبُوا لِلَّهِ الأَمْثَالَ إِنَّ اللَّهَ يَعْلَمُ وَأَنْتُمْ لا تَعْلَمُونَNor is there to Him any equivalent."
