Guiding the statement that Allah willed for so-and-so not to pray?

Machine translationRead the Arabic original
The questioner : I went to the جامع (mosque) to pray. I went with a person who was with me to the mosque to pray Jumu'ah. He said, "So-and-so, by Allah, he is not praying." I told him, "You cannot guide whom you love; Allah guides whom He wills." So he said, "No, Allah willed that this person be like this, not praying." I told him, "If Allah willed for a person to be a disbeliever, that means the obligation is lifted from him." So he kept arguing with me about the word "will" (mashi'ah). So what is your opinion on this?

The Shaykh : This requires a lecture, but this is after the meal.
