The questioner : May Allah reward you... My cousin who does not pray, and his wife does not pray either; they have eight children. Is it permissible to give them from the zakah, given their pressing need for it?

The Shaykh : No one from among the disbelievers, let alone the apostates, is given anything from the zakah, except if doing so would reconcile their hearts to Islam. In that case, they fall under the general meaning of the statement of Allah the Exalted:
and those whose hearts are to be reconciled وَالْمُؤَلَّفَةِ قُلُوبُهُمْ
. However, if this does not increase them in their disbelief, or if it has no effect on reconciling their hearts to Islam, then they are not given anything.
However, if their young children are in need, there is no blame on you for volunteering to give them clothing, bedding, or the like, but it must not be from the zakah.
